Command (Primary Manifest)
Officially the Command Triad is made up of the Commanding Officer, Executive Officer, and Chief of the Boat (Command Master Chief aboard Arizona). The Command Triad is responsible for the day-to-day control of all ship operations, the safety of the ship, training and safety of the crew, and execution of the mission.
The command department also includes the Senior Watch Officer who is the most senior Department Head who assists with additional command duties.Commanding Officer The commanding officer is charged with the absolute responsibility for the safety, well-being, and efficiency of the ship and crew until properly relieved by a competent authority. Executive Officer The executive officer is the direct representative of the commanding officer and shall be primarily responsible to the commanding officer for the organization, performance of duty, training, maintenance, and good order and discipline of the entire command. Senior Watch Officer The senior watch officer, under the direction of the executive officer, is responsible to the commanding officer for the assignment and general supervision of all deck watch standers, both underway and in port.
Maintain a data file of officer underway and in-port deck watch standers, including watch standing qualifications, assignment to watches, and section assignment. Assist the executive officer by coordinating training of watch standers, preparing watch bills and scheduling of the command’s in-port duty rotation.
The senior watch officer reports to the commanding officer, for approval of officer watch bills and to the executive officer for the training of deck watch officers.Chief of the Boat The command master chief (CMC), (chief of the boat, command senior chief, is the enlisted advisor to the command on the formulation and implementation of policies pertinent to morale, welfare, job satisfaction, discipline, utilization and training of all enlisted personnel. The CMC is superior to all other enlisted members.
The CMC reports directly to the commanding officer and works closely with the
executive officer. The CMC ensures sailors are effectively led and developed. -
Operations Department (Primary Manifest)
The Operations Department is responsible for the safe navigation of the ship, supervision of the watch standers assigned to the Pilot/Co-Pilot (helm/planesmen) role in the control center. They are also responsible for all ships communications and information systems/technology.
Navigator The Navigator (NAV) is also the ship's Operations Officer responsible for the Operations Department's daily operations and supervision of crew assigned. The NAV serves as Officer of the Deck during General Quarters. They are also, one of three officers able to assume command and navigation responsibility of the ship at anytime regardless of who is assigned as Officer of the Deck. The NAV is a Lieutenant. Assistant Navigator The Assistant Navigator is the Chief of the Navigation Division and also serves as the Operations Department Chief. The Assistant Navigator is a Chief or Senior Chief Electronics Technician (Navigation) that reports to the Navigator. The Assistant Navigator serves as Quarter Master of the Watch at battle stations/general quarters. Navigation Lead Petty Officer The most senior Electronics Technician (Navigation) under the Assistant Navigator who is responsible for supervising and training the other ET-NAVs. The NAV LPO serves as the qualified pilot at general quarters and is a Petty Officer First Class (ETV1). Electronics Technician (Navigation) The navigation specialty (ETV) is responsible for all operational and administrative aspects of the submarine’s navigation and radar equipment, systems, and programs. ET-NAVS serve various watch stander positions as Pilot/Co-Pilot (formerly planesman/helmsman), quarter master of the watch, and other various positions within the control center. At battle stations they will general serve as Pilot/Co-Pilot. Communications Officer The Communications Officer (COMMO) is responsible for the Communications and IT Systems aboard the ship. The COMMO as a junior officer is likely on their first tour aboard a submarine and gaining qualification as Officer of the Deck, Engineering Officer of the Watch, and various other qualifications. The COMMO is an ENS or LTJG and reports to the Navigator (NAV). Chief Information Systems Technician (Submarine) The Communications Division Chief is the senior most Information Systems Technician (Submarine) aboard the ship. This Chief Petty Officer is responsible for assisting the COMMO in the training/supervision/operation of the entire division.
The Communications Division Chief is a Chief Petty Officer (ITSC) and reports to the Communications Officer (COMMO).Information Systems Technician (Submarine) Information System Technician Submarines (ITS) perform core and specialty functions of communications operations, message processing, network administration, and cybersecurity; secure, defend and preserve data, networks, net-centric capabilities, and other designated systems; implement security controls and defensive counter-measures; establish, monitor, and maintain Radio Frequency (RF) communications systems; perform spectrum management to support Joint, Fleet, and tactical communications; handle, store, and retrieve incoming and outgoing messages; build, configure, deploy, operate, and maintain information technology, networks and capabilities; perform network system administration, maintenance and training; manage, plan and coordinate unit-level Information Systems Security (ISS) and integration across platforms, fleets, and services; operate and maintain electronic equipment used for detection, tracking, recognition and identification, communications, cryptographic operations, communication security, and Electronic Warfare Systems (EW); operate and maintain General Purpose Test Equipment (GPTE) and auxiliary equipment; and ensure the proper security, handling, accounting, reporting, and control of Communications Security (COMSEC) materials, systems, and equipment.
ITS aboard Arizona range in rank from ITS3 to ITS1 and report to the ITSC as part of the communications division.Non-Rates Non-rates assigned to the operations department fall within the Navigation Division and are working to attend A-School for an operational rating. These non-rates often will work to qualify as pilot/co-pilot while serving aboard their first submarine tour. -
Engineering Department (Primary Manifest)
The engineering department of the ship is responsible for the nuclear power plant, electricity, air conditioning/heating plants, back up diesel power, and all mechanical aspects of the ship not otherwise assigned to specialists of other departments.
Engineering Officer The Engineer or "ENG" is the department head responsible for all engineering operations on the ship. The Engineer is generally the most senior department head and equal to rank, at Lieutenant Commander, to the Executive Officer. The ENG is qualified both as Engineering Officer and Officer of the Deck and as de facto Senior Watch Officer is responsible for ensuring that all Commissioned Officer, with exception of Supply, are qualified Engineers and OODs. Engineering Department Enlisted Advisor The Engineering Department Enlisted Advisor (EDEA) or Engineering Chief is a Master Chief Petty Officer of an engineering rating assigned as the senior enlisted member of the engineering department. They are also commonly known as the "Bull Nuke". The EDEA is responsible for the training and guidance of all Division Chiefs and enlisted supervisors within the department. The EDEA reports directly to the Engineering Officer. Damage Control Assistant The Damage Control Assistant (DCA) is responsible for the supervision of the Auxiliary Division which handles all non-nuclear engineering aspects aboard ship. The DCA is responsible for insuring that the crew receives and becomes certified in their emergency breathing apparatus, firefighting, and other damage control responsibilities. The DCA reports to the Engineering Officer is ranked Chief Warrant Officer 2, Ensign, or Lieutenant Junior Grade. Auxiliary Division Chief The Auxiliary Division Chief is responsible for the training and supervision of all Machinist Mate (Auxiliary Equipment) assigned aboard the USS Arizona. The Auxiliary Division Chief is also the direct supervisor for all non-rates assigned to the engineering department. Machinist Mate (Auxiliary Equipment) Auxiliary systems specialists (MMA) operate and maintain submarine non-nuclear mechanical systems in hydraulic, air, refrigeration, atmosphere control, plumbing, and diesel engines. These personnel are ranked PO3 to PO1. Main Propulsion Assistant The Main Propulsion Assistant (MPA) is the Division Officer who oversees the Machinery Division also known as the Propulsion Division aboard the submarine. The propulsion division is responsible for fluid systems supporting the reactor, which produces the heat to make steam, steam systems that drive the main engines and turbine generators (primary source of electricity), evaporators which use steam to produce fresh water from sea water, sea water cooling systems and air-conditioning plants which just make water colder to use in the coolers that cool air. The MPA aboard Arizona is a Chief Warrant Officer or Junior Commissioned Officer (ENS-LTJG) and reports to the Engineer. Propulsion Division Chief This Chief Petty Officer is a Machinist's Mate (Nuclear Power) (MMNC) and is assigned to the propulsion division. The Reactor Laboratory Division oversees chemistry control of the reactor cooling system and steam-generating and feed-water systems; also responsible for Radiological Controls (nuclear/radiological safety). The RCA reports to the Engineer. Reactor Laboratory Division Chief The Reactor Control Division Chief is a Machinist Mate (Nuclear Powered) that is certified as an Electric Laboratory Technician (ELT) and is responsible for the supervision and training of the personnel assigned to the division. The Reactor Control Division Chief is a Senior Chief Petty Officer (MMNCS) and reports to the Chemistry/Reactor Control Assistant.
Machinist's mates are responsible for the continuous operation of the many engines, compressors, gears, refrigeration, and air-conditioning equipment along with other types of machinery onboard ships and shore installations. They are responsible for the ship's steam propulsion and auxiliary equipment and the outside (deck) machinery. Specially trained and qualified machinist's mates are deployed onboard nuclear-powered ships to maintain the machinery and piping in nuclear reactors. The MMNs assigned to the Chemistry/Radiological Control Division are certified as Electrical Laboratory Technicians (ELTs) and receive additional specialization in health physics and maintaining reactor chemistry.Reactor Control Assistant The Reactor Control Assistant is a Chief Warrant Officer or Junior Commissioned Officer who is responsible for the leadership of the Reactor Control Division. The Reactor Control Division is responsible for operating and maintaining the reactor control systems. The RCA reports to the Engineer and is ranked CWO2-CWO4 or ENS-LT. Reactor Control Division Chief The Reactor Control Division Chief is an Electronics Technician (Nuclear Power) Chief Petty Officer (ETNC) who is responsible for the supervision and training of enlisted personnel assigned to the division. Reactor Controls is responsible for the management of the Reactor Control Systems aboard the submarine.
Electronics Technicians, Nuclear Power (ETN) operate and maintain Naval Nuclear propulsion plants and associated equipment: supervise and administer Naval Nuclear propulsion plant operations; thoroughly understand reactor, electrical, and mechanical theory involved in the operation of the nuclear reactor, steam plant, propulsion plant, and auxiliary equipment; possess a detailed knowledge of reactor and steam plant chemistry and radiological controls; operate and perform organizational and intermediate maintenance on electronic equipment used for reactor control, instrumentation, measurement, alarm warning, power distribution, protection and airborne particulate radiation detection; operate General Purpose Test Equipment (GPTE) and auxiliary equipment; test, calibrate, maintain, and repair electronic and hydraulic-electric systems that support reactor plant operation on both surface and sub-surface ships.Electronics Technician (Nuclear Power) Electronics Technicians (Nuclear Power) (ETN) operate and maintain Naval Nuclear propulsion plants and associated equipment: supervise and administer Naval Nuclear propulsion plant operations; thoroughly understand reactor, electrical, and mechanical theory involved in the operation of the nuclear reactor, steam plant, propulsion plant, and auxiliary equipment; possess a detailed knowledge of reactor and steam plant chemistry and radiological controls; operate and perform organizational and intermediate maintenance on electronic equipment used for reactor control, instrumentation, measurement, alarm warning, power distribution, protection and airborne particulate radiation detection; operate General Purpose Test Equipment (GPTE) and auxiliary equipment; test, calibrate, maintain, and repair electronic and hydraulic-electric systems that support reactor plant operation on both surface and sub-surface ships.
Submarine Reactor Controls Operators perform operations and basic preventive maintenance of electronic equipment used for reactor control, rod control, protection and alarm system, primary plant instrumentation, nuclear instrumentation, primary plant control, steam generator water level control, and other electrical and electronic support equipment. They possess a thorough understanding of reactor, electrical, and mechanical theory involved in the operation of nuclear reactors, steam plants, and auxiliary equipment. They aslo possess detailed knowledge of chemistry and radiological controls associated with the nuclear reactor and supervise the shutdown of the reactor plant. In addition, they perform critical work functions required to repair and maintain equipment and move naval tactical forces.Electrical Assistant The Electrical Assistant (EA) aboard the USS Arizona is responsible for the management of the Electrical Division and is a nuclear qualified engineering officer. The EA can be a Chief Warrant Officer 2, Ensign, or Lieutenant Junior Grade and reports to the Engineering Officer. Chief Electrician's Mate The Chief Electricians Mate is a Petty Officer First Class who is responsible for the supervision and training of all EMNs aboard the USS Arizona. The EMNC reports to the Electrical Assistant.
Electrician's Mates, Nuclear Power (EMN) operate and control generators, switchboards, control equipment, and electrical equipment associated with reactor plants; operate and perform organizational and intermediate maintenance on power and lighting circuits, electrical fixtures, motors, generators, voltage and frequency regulators, controllers, distribution switchboards, and other electrical equipment; test for short circuits, grounds or other casualties; and repair and/or rebuild electrical equipment, including solid state circuitry elements.Electrician's Mate (Nuclear Power) Electrician's Mates (Nuclear Power) (EMN) operate and control generators, switchboards, control equipment, and electrical equipment associated with reactor plants; operate and perform organizational and intermediate maintenance on power and lighting circuits, electrical fixtures, motors, generators, voltage and frequency regulators, controllers, distribution switchboards, and other electrical equipment; test for short circuits, grounds or other casualties; and repair and/or rebuild electrical equipment, including solid state circuitry elements. Fireman Fireman are non-rates looking to go to A-School for an engineering related rating. Fireman assigned to the USS Arizona are assigned to the Auxiliary Division but can be assigned to tasks on behalf of the other department divisions. Fireman report to the Auxiliary Division NCOs. -
Weapons Department (Primary Manifest)
The ship's weapons department is responsible for the management of the ship's weapons, ordinance, and sonar.
Weapons Officer The Weapons Officer or WEPS is responsible for the small arms lockers, torpedo rooms, and missiles aboard the ship. The Weapons Officer is also responsible for the Sonar Division and the operations of the ship's systems that ensure its safety and defense. The WEPS is a Lieutenant. Chief Sonar Technician The acoustic technology specialty (STS) is responsible for all operational and administrative aspects of the submarine’s computer and control mechanisms of the Sonar instruments used for underwater surveillance and scientific data collection.
The Sonar Division Chief is responsible for the supervision and training of all members of the division. The Sonar Chief is a Chief Petty Officer (STSC) and reports to the Weapons officer.Sonar Technician (Submarine) The acoustic technology specialty (STS) is responsible for all operational and administrative aspects of the submarine’s computer and control mechanisms of the Sonar instruments used for underwater surveillance and scientific data collection. Fire Control Officer The Fire Control Officer is a Chief Warrant Officer 2 who holds the designation of Ordnance Technician (Submarine) CWO. The FCO is responsible for leading all fire control operations which includes weapons systems repairs, weapons systems computer systems repair, and maintenance of the weapons themselves. The FCO reports to the Weapons Officer. Lead Fire Control Technician Fire Control Technicians (FT) perform organizational and intermediate level maintenance on submarine combat control systems equipment; operate submarine combat control systems; test submarine combat control systems; operate and maintain combat control systems associated systems; participate in weapons handling functions; and operate and maintain non-tactical computer systems and peripherals.
The Lead Fire Control Technician is a Petty Officer First Class (FT1) and reports to the Fire Control Officer.Fire Control Technician Fire Control Technicians (FT) perform organizational and intermediate level maintenance on submarine combat control systems equipment; operate submarine combat control systems; test submarine combat control systems; operate and maintain combat control systems associated systems; participate in weapons handling functions; and operate and maintain non-tactical computer systems and peripherals. The Lead Torpedoman's Mate is a Petty Officer First Class (TM1) and reports to the Fire Control Officer.Torpedoman's Mate Torpedoman's Mates (TM) perform organizational and intermediate level maintenance on test equipment, launching/firing systems, and stowage facilities associated with underwater ordnance, to include hydraulic systems, air systems, and seawater systems associated with launching/firing systems; perform organizational maintenance on underwater ordnance, small arms, and ammunition; prepare underwater ordnance for launching to include conducting pre-launch and post-launch routines; and perform operations and organizational maintenance on submarine anchoring systems. Weapons Non-Rate A non-rate assigned to the weapons department is preparing to strike a rate in a weapons department related rating and reports to one of the LPOs as assigned to tasks. -
Supply Department (Primary Manifest)
The supply department is responsible for assisting with the ship's administrative duties, logistics, food/culinary services, and medical support.
Supply Officer The Supply Officer known as "The Chop" is responsible for all logistics and administrative support aboard the submarine. The Supply Officer is often qualified as Officer of the Deck but not as an Engineering Officer of the Watch and is the only Commissioned Officer that is not required to be Nuclear Qualified aboard the submarine. The Chop can be a Chief Warrant Officer or a Lieutenant. Hospital Corpsman Submarine Force Independent Duty Corpsmen serves as the Medical Department Representative (MDR) aboard submarines and at various isolated duty stations ashore independent of a medical officer. Performs patient care and associated shipboard administrative and logistical duties. Performs diagnostic procedures, advanced first aid, basic life support, nursing procedures, minor surgery, basic clinical laboratory procedures and other routine and emergency health care. Conducts and directs preventive medicine and industrial hygiene surveillance programs. Familiar in the prevention and treatment of illness associated with the enclosed submarine environment, diving, and high-pressure conditions. Provides health education to medical and nonmedical personnel. Performs all patient care and medical management functions. Serves as the Radiation Health Officer (RHO) aboard submarines and is trained in the medical aspects relative to personnel exposed to ionizing radiation. Directs and administers the Personnel Dosimetry and Radiation Health Programs. Maintains and compiles radiation exposure records and reports. Senior personnel assigned to shore and operational staffs provide medical assistance, training, and inspection services to operational forces and component units.
Additionally, when assigned ashore, they serve primarily as nonphysician health care providers at fixed medical treatment facilities (MTFs).
The IDC assigned to the USS Arizona is a Petty Officer First Class or Chief Petty Officer who reports to the Supply Officer aboard ship. Medical Direction is obtained from an assigned Medical Officer Advisor at Kitsap Naval Station or the on-call Flight Surgeon while underway.Yeoman The yeoman receives extensive training in administrative support to officers and enlisted personnel. Responsible for information related to Navy occupations, general education, requirements for promotion, and rights and benefits, yeomen also orders and distribute clerical supplies. Aboard the USS Arizona the ship's yeoman is a Petty Officer First Class (YN1) and reports to the Supply Officer. They operate and manage dining facilities and living quarters established to subsist and accommodate Navy personnel. The Submarine Community knows its deployments are challenging on its sailors. Having top-notch cooking every six hours is a way to take the sting out of no port stops and very little sunlight.
The Chief Culinary Specialist is a Chief Petty Officer (CSC) who reports to the Supply Officer and is responsible for the supervision of all culinary/food service operations. The CSC is also responsible for the health and safety inspections of all food service spaces and the manager of the ship's crew store.Culinary Specialist Culinary Specialists onboard submarines are some of the best in the Navy. They operate and manage dining facilities and living quarters established to subsist and accommodate Navy personnel. The Submarine Community knows its deployments are challenging on its sailors. Having top-notch cooking every six hours is a way to take the sting out of no port stops and very little sunlight. CS aboard the Arizona are ranked Petty Officer Third to First Class. Mess Cooks/Stewards Mess Cooks/Stewards are non-rates assigned to the Culinary Services division and are responsible for assisting in the kitchen as assistants, cleaning, preparing the mess hall for dining. They also serve as stewards for the ward room and senior officers as well as operate the ship's store that opens from time to time in the mess for crew members to purchase special snacks/drinks/personal items. Chief Logistics Specialist The Chief of the Logistics Division the Chief Logistics Specialist (LSC) is responsible for the supervision of all Logistics Specialists aboard ship. Most importantly they also serve as the ship's Preventive Maintenance Management Coordinator better known as the 3M Coordinator. 3M is a special computer system within the US Navy responsible for tracking all maintenance and mechanical equipment/supply need for every ship in the navy. The LSC reports to the Supply Officer. Logistics Specialist Logistics Specialists (Submarines) (LSS) receive extensive training in the management of repair parts and consumables for submarines, submarine support and shore bases and maintaining million dollar operating budgets. Responsible for all aspects of maintaining repair part and consumable inventories and keeping the submarine’s checkbook, they are the boat's accountants who pay the bills and keep the ship operating. The LSS aboard the Arizona are ranked PO3 to PO1. -
